The Congressional Black Caucus established May 17th, 1971 (the 17th anniversary of the Brown v. Board of Education decision) as the deadline for President Nixon to respond to their sixty-some demands. In a press conference Congressman Ronald V. Dellums of California said the President's response to their demand to a cessation of the Vietnam War was "less than adequate."
