The Congressional Black Caucus met with President Nixon (after a year of requesting to do so) to discuss the Administration's lack of progress on issues of race, poverty and war. Among the list of demands made was the demand for withdrawal from Vietnam "by the end of 1971," (or at least by the end of the 92nd Congress).
